How you can describe a picture. WHERE the picture is taken? You can speculate about where it could be. WHAT is the weather like? Adjectives. WHAT do the pictures show? People, kind of landscape, nature, city, restaurant, things, etc. WHAT are the people doing? and then, you can speculate about them and why do you think they are doing something in particular.
